Understanding cost realism and price realism is one of the more confusing, and intimidating, aspects of the competitive negotiation process. Not surprisingly, these two topics have been popular sources of bid protests. According to a Nash & Cibinic Report article from January 2014, cost-realism analyses were an issue in more than 300 GAO protests since 1972, and price-realism analyses were an issue in 90 protests during that same period. In addition, Government personnel and contractors alike are often unaware of the difference between price realism and price reasonableness. Join Professor Ralph Nash and Tim Sullivan as they discuss these important concepts, when and how they apply to a particular procurement, the techniques that are used, and the common mistakes made by agencies and contractors.
