The Professor’s Forum with Ralph Nash & Tim Sullivan 2019: Other Transaction Agreements

Eleven federal agencies, including the Department of Defense, now have the statutory authority to enter into “other transactions” under certain circumstances. These transactions are not governed by the Federal Acquisition Regulation. “Other transactions” are any transaction other than a contract, a grant or a cooperative agreement, and they were designed to give the Government the flexibility necessary to adapt and incorporate commercial industry standards and best practices. Join Professor Nash and Tim Sullivan on Thursday, April 25, as they dissect the statutory basis for OTA, discuss how the agencies are using this new authority, and address the issues that have surfaced thus far in connection with this bold approach to meeting the Government’s mission needs. Professor Nash and Tim will focus on the DOD because it has the most complete guidance.
