When working to determine the price of a subcontract, a prime must consider the requirements outlined in FAR 15.404-3 that provides fundamental guidance on subcontract pricing considerations. This regulation states that the contracting officer is responsible for the determination of a fair and reasonable price for the prime contract to include subcontractor costs. Please join Mr. Cy Alba and Mr. Bill Walter as they discuss considerations such as an approved purchasing system, the level of cost or price analysis performed and negotiations that may have occurred prior to the negotiation of the prime contract and their impact on a price awarded to a subcontractor. The instructors will also discuss the use of price and cost analysis techniques to analyze subcontractor’s pricing submissions, including subcontractor’s certified cost or pricing data, exemptions from such data and the required disclosures that may be required for inclusion in a cost proposal.
