Contractors are stewards of the public fisc too.  FAR part 9 ensures that the Government enters into contracts with “responsible” contractors and includes processes for the Government to follow if it questions whether a contractor remains “responsible.”  It also asks the Government to consider whether there is an organizational conflict of interest that might affect the contractor’s performance.  FAR part 14 addresses sealed bidding procedures.  Although used less than in the past, it has the building blocks for other types of competitions.
