The term “best value” appears to be one that is overused but under-achieved in Federal procurement. While the intent of the drafters of the Federal Acquisition Streamlining Act and the Federal Acquisition Reform Act in the 1990s was quite clear, numerous GAO decisions indicate that agencies frequently are failing to obtain best value either in negotiating contract prices or major changes. Is this a problem that can be solved? Join Professor Nash and Tim Sullivan as they discuss the challenges they perceive with current practices and what should be done to address them.
