Journey into the FAR – Exploring Important Parts of the FAR
October 5, 19, November 9, December 7 – 11:00am-3:00pm
In this four-part training, PCI’s experts will discuss several important topics in the far. The program will begin with a discussion of the FAR’s requirements at the pre-solicitation stage. The second session will dive into part 12 and 13, covering the streamlined rules for commercial items and lower-value contracts. During our third session we will discuss the different types of contracts the FAR describes, along with the FAR rules on conflicts of interest. We will close out the program with a lesson on negotiated procurement and the requirements in FAR part 15. Taken together, these four programs will introduce attendees to the fundamentals of government contracting while contextualizing those concepts within the FAR – critical skills for anyone involved in contract administration or proposal drafting.
Sessions:
Instructor: Tim Sullivan During this first program, we will discuss the important steps that the FAR asks the government to perform prior to issuing a solicitation, and how those steps impact government contractors.
Learning Objectives:
  • Understand the why, who, when and how about FAR Part 7
  • Understand the why, when, and what techniques government agencies use to perform market research – and what that means for contractors
  • Understand how agencies are required to specify their needs in solicitations (including delivery schedules)
  • Understand the use of liquidated damages and priorities and allocations
October 19th 11:00am-3:00pm ET – Journey into FAR Part 12 & 13 – Commercial Items and Simplified Acquisition Procedures
Instructor: Tim Sullivan This journey into FAR Parts 12 & 13 will discuss the special (and simplified) rules available to contracting officers when buying items available in the commercial marketplace, along with the simplified rules used by contracting officers when buying below the simplified acquisition threshold.
Learning Objectives:
  • Understand the layout of FAR parts 12 & 13
  • Understand the role of commercial products and services in the context of government contracting
  • Understand the difference between commercial items and services, and commercial-off-the-shelf goods
  • Understand the special rules used when procuring commercial items
  • Understand the role of simplified acquisition procedures, and the importance of both the simplified acquisition threshold and the micro-purchase threshold
  • Understand the streamlined process used for contracts under the simplified acquisition threshold
Instructor: Lou Chiarella This session of the Journey into the FAR will cover Part 15 – negotiated procurement.

  • Understand the different types of negotiated procurement
  • Understand the source selection process
  • Understand solicitations and the proposal submission process
  • Understand how contracts are priced
  • Understand pre-award, award, and post-award notifications
  • Understand the role of unsolicited proposals
Instructor: Fred Geldon This dive into FAR part 9.5 and 16 will explore the different types of contracts available to the government, along with the conflicts of interest rules available to government contractors.

  • Understand requirements of FAR Subpart 9.5
  • Understand lessons from GAO/CFC “common law”
  • Understand how to identify and mitigate OCI’s
  • Take lessons from proposed FAR OCI Rule
