Professor’s Forum 2023: Country of Origin Requirements

One of the most confusing areas of Government contracting is trying to understand the U.S. Government’s country-of-origin requirements.  For our final Professor’s Forum of Calendar Year 2023, Prof. Nash and Tim Sullivan will explore the two major areas of these requirements, the Buy American Act and the Trade Agreement acts.  Unlike most of the topics we discuss in The Professor’s Forum, the country-of-origin requirements are creatures of the political process and are not driven by the principles of good contract administration.  In other words, they don’t always make sense.  This has led to confusion among Government contracting personnel, contractors, and, unfortunately, the GAO, the boards of contract appeals, and the courts.   Join us on Thursday, December 21, as Prof. Nash and Tim do their best to explain this complicated set of requirements.
