“Other transactions” (“OTs”) are one of the most-talked about, but least understood, aspects of the Government contracting process, which is somewhat ironic since the authorizing statute makes it clear that these transactions can be entered into without the traditional solicitation, and most of the standard Federal acquisition statutes and regulations do not apply.  PCI’s April 20 session of “The Professor’s Forum” will focus on this unusual process, and Professor Ralph Nash and Tim Sullivan will tell you what you need to know.  What agencies have OT authority?
